Electric chargers coming to a house near you


Public Consultation on the Review of Building Regulations Part L (Conservation of Fuel and Energy) and European Union (Energy Performance of Buildings) Regulations


The Minister for Housing, Planning and Local Government, Mr. Eoghan Murphy, T.D., has announced a public consultation on his intention to review Building Regulations, Part L (Conservation of Fuel and Energy) in respect of dwellings and buildings other that dwellings and to introduce standalone European Union (Energy Performance of Buildings) Regulations.

Directive 2010/31/EU of the European Parliament and of the Council on the energy performance of buildings (recast) as amended by Directive (EU) 2018/844 of the European Parliament and of the Council of 30 May 2018 introduces requirements for electrical vehicle recharging infrastructure. The Directive also requires installation of building automation and control systems in certain buildings and self-regulating devices for the separate regulation of temperature in each room or designated zone of certain buildings.


In order to transpose the requirements of this Directive and introduce additional requirements it is proposed to amend the requirements of Part L of the Second Schedule to the Building Regulations and it is also proposed to introduce standalone European Union (Energy Performance of Buildings) Regulations to legislate for provisions that do not fall under the scope of Building Regulations.
